Dalit girl paraded naked in Amritsar
Tuesday, February 14, 2006 (Amritsar):
In Amritsar, a 13-year-old Dalit girl was paraded naked in her village all
because her brother was in love with an upper caste girl.

The teenager became an easy prey when armed men picked her up when she was
returning from school and paraded her naked in broad daylight.

"I was coming from school, they picked me up and tried to rape me," she said.

Her cries for help went unheeded as the men ridiculed her by waving sticks.
Shockingly, it was women who added to her trauma instead of coming to her
rescue.

Upper caste women from the same village encouraged her attackers and urged them
to gangrape her.

But some village elders intervened before the situation got out of hand.

"Her brothers had teased my sister a few days ago and now we took revenge,"
said Sukhdev Singh, Accused.

The police have registered a case and arrested the culprits who till the end
remained unrepentant.

The Tribune-Haryana
10 injured in attack on Dalit colony
Dharmendra Joshi
Tribune News Service
Mehmadpur (Karnal), February 14
In what could be termed as the recurrence of the Gohana incident, an armed mob
of upper castes, mostly Rodhs, allegedly attacked Ravidas Colony at Mehmadpur
village of the district today morning.
The only difference between the two incidents was that instead of torching
houses of Dalits as had been done in Gohana, Ravidasis were allegedly attacked
with sharp-edged weapons, including axes and swords.
While most of them saved themselves by bolting the doors of their houses, about
10 Ravidasis, including women and aged persons, were injured in the attack
which continued for over half an hour. Five of them have been admitted to the
Civil Hospital.
When The Tribune team visited the colony, almost all male Ravidasis had left
their houses because of the fear of another attack and to evade their arrest as
some of them had been named in an FIR in connection with an attack on the
police yesterday.
Kanta Rani alleged that over 50 armed men had attacked the colony at the
instigation of the sarpanch, Sohan Singh, who belongs to Rodh community, at
around 9 am.
Shiksha said Rodhs had not even spared women and the elders and at least 10
persons had been injured. Santresh, one of the injured, said she had been
attacked with gandasis and lathis. She and her three children were alone at
home as the police had already taken her husband into custody in connection
with yesterday¡¦s incident.
The sarpanch, however, denied that the colony had been attacked. He said about
100 Rodhs gathered in the village after some of them had been beaten by
Ravidasis at Kunjpura this morning but they were dispersed by the police.
The SP, Mr Sibash Kaviraj, said the police had not received a written complaint
in this regard. Later in the evening, 18 Rodhs had been booked.
The colony was attacked following the beating of some Rodh shopkeepers by
Ravidasis at Kunjpura village where they had been forcing the shopkeepers to
close their shops in protest against the decision of the district
administration of not allowing them to carry out a procession on Ravidas
Jayanti yesterday.

The Telegraph ¡V Orissa
Focus on funds use in budget
More money for tribal and Dalit welfare q Cong MLAs boycott proceedings
Bhubaneswar, Feb. 14: Finance minister Prafulla Chandra Ghadei today presented
a budget of Rs 19,553.58 crore for the 2006-07 fiscal with a proclaimed thrust
on proper utilisation of the allotted funds.
>From now on, said the minister, an outcome budget will follow the annual
>fiscal exercise wherein every state department will explain to the respective
>standing committees how the outlays will be used to achieve the defined
>objectives.
¡§I want to point out that it is not proper to think that our job is over only
by providing money in the state budget... It is essential to see how this money
is utilised and whether we are getting real value,¡¨ Ghadei said.
Though the minister called it a growth-oriented budget, as big a sum as Rs
8,902 crore will be spent for the repayment of high-interest debts.
Among the departments, school and mass education leads with an outlay of Rs
1,969.38 crore. Over 90 per cent of the money allocated to the department will
be used to pay teachers¡¦ salary and pension.
¡§This fiscal, we will try to complete unfinished projects and give
scholarships to tribal and Dalit students on time,¡¨ the minister claimed.
The scholarship money for SC/ST students has been increased to Rs 78.87 crore
from Rs 64.79 crore last year.
To assuage the state¡¦s Adivasis, sore over the Kalinga Nagar firing, the
government has hiked the allocation for tribal and Dalit welfare to Rs 233.71
crore from Rs 190.08 crore last year.
The other highlights of the budget are:
nAllocation of Rs 35 crore for repair of university buildings and hostels and
construction of new women¡¦s hostels and laboratories.
nAllocation of Rs 268.28 crore for repair and maintenance of dilapidated
government buildings and quarters.
nProvision of Rs 114.05 crore for the upkeep of large and medium irrigation
projects.
nFor health, the government has hiked the allocation to Rs 507.25 crore from
last year¡¦s Rs 464.71 crore. Priority has been given to procurement of
equipment and medicine.
The finance minister said the state was in the process of stabilising its
financial condition by bringing fiscal deficit under control.
Ghadei expressed satisfaction over the debt growth rate slowing down to 7 per
cent in 2004-05 from 20 per cent in 2001-02.
But he warned that the debt-Gross Social Domestic Product (GSDP) ratio
continued to be a high 59.08 per cent. It should be brought down to 28 per cent
of the GSDP, the minister said.

NCERT uses languages to introduce Dalit literature, tribal rights
Wednesday February 15 2006 00:00 IST
NEW DELHI: Using languages as a vehicle, the NCERT has introduced a host of
modern topics in its new textbooks for classes I, III, VI, IX and XI.

The new texts to teach the four major Indian languages, Urdu, Sanskrit, Hindi
and English, now introduces aspects like Dalit literature, science fiction and
tribal rights-traditionally out of the ambit of languages-and the focus has
been on a common curriculum.

The National Curriculum Framework (NCF) 2005, the key document for textbook
change, has laid special emphasis on languages as a tool for understanding, and
the language has been identified as the curriculum itself.

¡§These textbooks follow the NCF and attempt to break new ground in teaching
methodology and content in the area of languages,¡¨ says Professor Ram Janm
Sharma, head of the Department of Languages, NCERT.

Following the idea of languages as curriculum-some common areas in all
textbooks have been created.

¡§The major task was the upgradation of existing textbooks. In order to make
the content more relevant, we have introduced topical issues like tribal rights
and dignity of women's labour,¡¨ says Sharma. ¡§Also, we have attempted to
introduce topics that were traditionally not part of a language's canon. This
is also to enforce a sense of common Indian identity,¡¨ he adds.

Thus, Dalit poets Nirmala Putul and Om Prakash Valmiki have been introduced
prominently as part of Hindi syllabus. In Sanskrit, the concept of dowry has
been discussed- a first. And in Urdu, modern literature in the language has
found a place. The works of Nehru, Gandhi, Premchand have been included in all
textbooks.

The textbooks have already been approved by the Central Advisory Board of
Education and will be out by March. The second phase textbooks-for classes II,
IV, V, VII, VIII and X-will be out by next year.

WHAT'S NEW

* Introducing non-traditional translations, like Satyajit Ray's works in Hindi

* Language as curriculum: Topics of modern interest-tribal rights, unemployment
accommodated

* In keeping with the NCF's focus on education without stress, the books have
numerous illustrations, interactive questions

The Pioneer-Kerala
No proposal to change quota pattern: Govt

Pioner News Service/ Thiruvananthapuram

The Kerala Government had no plan to alter the present reservation pattern,
Finance Minister Vakkom Purushothaman told the Assembly on Tuesday. Replying to
a calling-attention seeking reservation in Government jobs to dalit Christians,
Mr Purushothaman said a change in reservation pattern would adversely affect
the 'reservation equilibrium" among the SC/ST groups.
He said dalit Christians were now getting two per cent reservation in last
grade posts and one per cent in other posts under Other Backward Communities
quota. A change in the present system was not easy, he pointed out. PJ Joy, who
raised the issue, wanted the Government to do 'justice' to the dalit Christians
who constitute eight per cent of the total population in the State.

Tense situation near hospital
Tuticorin: Relatives and friends of Anand Babu (17), who died at the Government
Hospital here on Monday, gathered near the hospital on Tuesday and refused to
accept the body.
They alleged that Anand Babu died owing to "improper" medical attention at the
hospital immediately after he was hit by a lorry and admitted with severe
injuries.
Police and senior revenue officials arrived at the scene and tried to disperse
the crowd in vain. The gathering refused to budge and demanded the dismissal of
doctors alleged to be responsible for the death.
It was only after officials at the hospital gave the assurance that appropriate
action would be taken against the doctors who had attended Anand Babu, if they
were found guilty in the enquiry, the crowd accepted the body.
