Dalit girl raped by lover

ZIRAKPUR: A 19-year-old dalit girl from Chatt village, near here, was raped
by her beloved Ali Khan on Tuesday night. The girl had gone to meet Ali to
initiate a patch-up. 

 

Taking advantage of the situation, Ali committed rape. Sources reveal that
Ali and the girl were classmates at a local school and got involved with
each other. She wanted to get married, but the police said that the boy had
dishonourable intentions. 

 

"Probably this was one of the reasons that became the cause of tension
between the two," said investigating officer ASI Ramjidass. She had gone to
the fields to meet Ali along with her cousin Seema. He had asked her to meet
him. 

 

But after an altercation, he pulled her inside the farm and raped her. Seema
raised an alarm, responding to which, one Tula Ram of the same village
reached the spot. By that time, Ali had fled from the spot. 

 

She went home and narrated the entire incident to her mother, who
accompanied her when she filed her complaint at a local police station.
Meanwhile, the police have registered a case under Sections 376 and 506
against Ali. 

 

Her medical examination was conducted at Derabassi Civil Hospital. Police
sources inform TOC that the rape was confirmed. On Wednesday night, the
police arrested Ali from a nearby village, while he was planning to flee. 

 

Confirming the arrest, DSP Varinder Brar said that the accused will be
presented to the sessions court on Thursday.

JNU caste abuse

New Delhi, Aug. 2: Two Dalit students were allegedly abused and thrashed
with cricket bats and stumps by members of a right-wing group in Jawaharlal
Nehru University (JNU) late last night.

Saurav, a first-year student of BA in Spanish, and his brother Amritashva,
who has just passed out of the university, were reportedly attacked by five
members of the recently-formed JNU Patriotic Forum, a splinter of the
BJP-backed Akhil Bharatiya Vidyarthi Parishad.

The accused - Maninder Singh Chauhan, Gopal, Rahul, Rahul Tulsayan and
Yashwant - had allegedly been harassing Saurav, taunting him about his
caste. "They would abuse him and tell him that he didn't deserve to be in
JNU," Amritashva said.

Pramhit Shukla, a member of the Forum, said "there was a confrontation" but
added that Sourav and his bother went to the room of one of the accused and
"provoked" the occupants. 

The victims were admitted to Safdarjung Hospital and were discharged this
evening. "The injuries resemble nail marks. A lot of the skin from the hand
has peeled off," said Rajnish Kumar, a doctor. A complaint has been filed
with police, which said an FIR would be registered under the SC/ST Act.

'Caste clash' at JNU draws new battlelines

NEW DELHI: A clash broke out between two students' groups at Chandrabhaga
Hostel on the campus of Jawaharlal Nehru University (JNU) late on Tuesday
night. 

 

According to a complaint lodged at the Vasant Vihar police station by Saurav
Kamal, a Dalit student in the School of Languages (SL), his classmate
Maninder Chauhan made casteist remarks against him. 

A counter-complaint, however, was lodged by Chauhan that Kamal and his
brother Amritash beat him and his two friends. Both the complaints were
later withdrawn. 

 

An inquiry committee consisting of five wardens of both the hostels,
Chandrabhaga and Lohit whose residents were involved in the clash, has been
set up by vice-chancellor B B Bhattacharya. 

He said: "I was told by security officers that a Dalit student was abused by
one of his classmates on caste-based lines at the Chandrabhaga hostel.
Strict action will be taken against the student if the inquiry committee
finds him guilty. The inquiry report will be submitted on August 4." 

 

Apparently, Saurav and Maninder have ideological differences as the former
is a member of the Left-backed Students' Federation of India (SFI) and
Maninder belongs to JNU Patriotic Front (JPF), a group formed by students
ousted by Akhil Bharatiya Vidyarthi Parishad (ABVP) last year. 


"It was around 12 midnight that Saurav along with his brother and friends
barged into room number 20, which belongs to my friends, Yashwant Singh and
Rahul Tulsia. They started abusing me and also threatened that I should
maintain a low profile or face consequences. 

 

Amritash said that they can throw me out of campus using his father Raja Ram
Prasad's high-profile contacts and then slapped me twice. His father is a
DSP in Jamshedpur," alleged Maninder. 

He added: "When I protested, the others in the group started hitting me. My
hostel mates Yashwant, Rahul and others were back in a moment and protested.
Soon a fight broke out between the two groups. It continued till 2.30 am
till the security officer was called and we were taken to the police
station." 

Both Saurav and Maninder belong to Japanese department but recently the
former got through the entrance test of BA (Spanish). Saurav is a resident
of Lohit hostel while Maninder stays at room number 136 in Chandrabhaga. 

 

However, Amritash is an ex-student of JNU. Saurav's supporters, however,
have a different version. Dhananjay Tripathi, JNU Students' Union (JNUSU)
vice-president said: 

 

"Maninder abused Saurav on caste-based lines for several months. So Saurav
went to Maninder to ask him not to bring any caste-based differences. But
Maninder's friends beat them up".

Ambala, August 2: PEOPLE belonging to the Dalit community from Tepla village
12 km from here, laid blockade on National Highway Number 73
(Ambala-Saharanpur) first near village Theri and then at Saha Chowk from
8.30 to 11.00 am today. They were demanding that four persons arrested for
committing an unnatural act with a village youth Ramesh Kumar, should be
brought to blockade site and beaten up in public view. 

Four persons Kamal alias Sonu, Shashi Kant, Pritam and Gulshan were arrested
after they allegedly sodomised a youth and then inserted a club in his anus
damaging his intestinal system. The youth was referred to the PGI,
Chandigarh, in precarious condition where he is reported to have succumbed
to intestinal injuries. 

The protesters first moved the blockade from Theri village to Saha Chowk at
10.30 am after the intervention of the DSP. At the village, SDM M K Ahuja
tried to persuade them to lift the blockade, but they were reluctant. As a
result the police cane-charged them. The protesters dispersed after the
cane-charge. 

Tepla sarpanch Baljit was rounded up while case for blocking NH was
registered against 16 persons including Pawan Kumar for leading the
blockade. The case was registered with Mullana PS under 3 PDEP act on
complaint lodged by the PP incharge Saha. The SP also had reached the spot

Fazalwal (Shahkot), August 2: TENSION prevailed after an inter-caste clash
took place in Fazalwal village here today. The Shahkot police arrested seven
persons including two members of the Panchayat. Four of the arrested were
upper caste people and three from the Dalit community. 

Around 11 am today morning about 60 to 70 people, from the upper caste
mostly, reportedly went and demolished a portion of a dharamshala. The
Dalits of the village opposed that, which resulted in an inter-clash and
people of both communities including some Dalit women received minor
injuries. 

The village has a 35-year-old Balmiki dharmshala adjacent to the village
school ground and the Panchayat wanted to use a portion of the dharamshala
for installing a drinking water tank for the entire village. 

But this was not acceptable to most of the Dalit people of the village as
they were of the opinion that the tank could be made at any other place in
the village. 

Sarpanch Balbir Kaur said that a resolution was passed regarding the
installation of the water tank at this place and every community in the
village had agreed to that. 

She said there was another dharamshala in the village which could be used by
any community. 

''And we just wanted a portion of its boundary wall not the entire
dharamshala for the water tank. The demolition of the wall was taking place
with the consent of the villagers and only a few leaders instigated the
Dalit community to create a scene,'' she said. 

Pendu Mazdoor Union leader Tarsem Peter said that the matter had been
brought to the Shahkot SDM's notice a few days back with a concern that
something like this could happen in the village and he had marked the case
to the BDPO but the BDPO did not take any action. He said they would stage a
dharna over the issue. 

When contacted, DSP Shahkot Dilbag Singh said they had arrested seven
persons for taking illegal possession of the dharmashala, for demolishing
its wall and assaulting Dalit men and women. 

Meanwhile, police were deployed in the village to avoid any untoward
incident.

No OBC quota in R&D institutes, says Moily

BANGALORE: The Veerappa Moily-led Oversight Committee has recommended that
the 27% OBC quota proposal should not apply to institutions primarily
engaged in R&D. The panel has recommended that quota be implemented only in
institutions that are now providing seats to SC/ST students. 

Yet another significant recommendation is that the IIMs need not have OBC
reservation for fellowship programmes, executive development programmes and
faculty development courses. 

 

OBC reservation will be restricted to the two-year PG diploma course and
equivalent programmes that lay down work experience or sponsorship as
eligibility criteria. 

 

To ensure that IITs, IIMs, IISc, AIIMS and other such top institutions
retain their brand equity, the committee has recommended that the threshold
for admission be determined by the institutions, as is done now.
