Condoles the Death of Dr. Suraj Bhan

 

New Delhi, 7 August 2006

The National Campaign on Dalit Human Rights (NCDHR) condoles the death of
Dr. Suraj Bhan, the Chairman of National Commission for Scheduled Castes.
Dr. Suraj Bhan hailing from a common background rose to bigger heights in
Indian politics and stood to promote and protect the rights of Dalits and
other weaker sections of society. His contributions as the Governor of two
States: Uttar Pradesh and Himachal Pradesh are highly commendable as was his
role in the Governor's Committee to look into the problems of Dalits and
Adivasis. He attempted to fight against odds to protect Dalit rights. He was
a strong votary of extending reservation in private sector and used every
opportunity to speak in favour of it in every forum. In recent times he use
to speak on the constraints he was facing as the Chairman of the National
Commission for Scheduled Castes as he found himself unable to discharge his
Constitutional responsibility.

 

NCDHR takes this opportunity to express grief on his demise. NCDHR hopes
that Dr. Suraj Bhan's recommendations to the President of India and the
Central Government on various issues related to Dalits would be taken up
with full sincerity. 

 

NCDHR also demands from the UPA Government and the Union Cabinet that a
suitable person with a proven track record of upholding the Dalit rights is
appointed the next Chairperson of the National Commission for Scheduled
Castes which in turn should ensure that Dalit Rights are promoted and
protected at every level.

'Irrigation Dept Dalit engineers being neglected'


Jaipur, Aug 7: Junior Engineers belonging to Scheduled Castes and Scheduled
Tribes in Rajasthan Irriagation Department were being "neglected" by the
state government in matters of service, especially promotions, a Dalit
organisation alleged today. 

 

About 139 Junior Engineers of the Dalit community in the Irrigation
Department were being neglected and ignored and upper caste employees were
promoted to Assistant Engineer grade, Dr Ambedkar Sanskratik Vichan Manch
alleged today. 

 

In a statement here, the organisation's state general secretary Bhanwar
Meghwanshi alleged that no Dalit or tribal was considered for promotion for
the last one decade.

 

"The discrimination against reserved communities' employees should be ended
and the benefit of reservation be accorded to them," Meghwanshi demanded.

CPI-ML activists demand revival of 

Amir Das Commission in Bihar

Hundreds of newly-elected panchayat representatives of the CPI-ML
(Liberation) on Friday staged a 'Raj Bhavan march' to press for revival of
the disbanded Amir Das Commission probing alleged links between politicians
and the outlawed Ranvir Sena.

A delegation of party leaders submitted a memorandum to RJM Pillai,
Principal Secretary to Governor RS Gavai, who was away from the state
capital. Withdrawal of cases under TADA against some partymen was another
key demand of the activists.

In the memorandum, the party alleged that the NDA government decided to
disband the Amir Das Commission, which had probed alleged nexus between the
politicians and Sena under "sheer desperation" and urged the Governor to ask
the state government to revive the Commission to enable it to complete the
enquiry and submit the final report.

The Commission was constituted by the erstwhile RJD government after the
Sena December 1997 killing of 63 Dalits by the Ranvir, a private militia of
landlords at Laxmanpur Bathe village in Jehanabad district.

The memorandum also demanded that the Governor order review of, what the
CPI-ML described as "forged and fabricated case lodged with Arwal police
station under TADA in which 14 party activists were undergoing life
imprisonment."

Hundreds of newly-elected district councillors, pramukhs, village heads,
panchayat committee members, sarpanchs owing allegiance to the CPI(ML)
participated in the march, which was jointly led by senior party leaders
Rameshwar Prasad and Arun Singh.

Dalits told to worship mother earth

TUMKUR: A gathering of about 5,000 Dalits was sermonised to worship mother
earth at a function jointly organised by two NGOs-Rural Development
Education Society (REDS), Tumkur and Guru Ravidas International Organisation
for Human Rights, London, at Nelahal village, about 22 km from here on
Sunday. 

A free community hall for Dalits and the poor was inaugurated and a statue
of 14th century Sikh saint, Guru Ravidas was unveiled at Bhooshakti Kendra
as part of the function. 

The heads of Bhooshakti Kendra and REDS, M C Raj and Jyothi Raj said that
the Dalits did not belong to any religion as Dalitism itself was a religion
and had its own practices. Instead of observing Diwali, Dussera and such
festivals, Dalits could celebrate festivals in the name of their elders and
also invite the caste Hindus for dinner, they said. 

Students lining up at a free book distribution function by Rajasthan Youth
Association in Bangalore on Sunday.
