Patna - The powers-that-be in a small Bihar village gouged out the eye of a
Dalit as punishment for allegedly stealing two bottles of liquor.

Bhola Choudhary, 60, of Mahinawa village in Maner is now undergoing
treatment at a government hospital here. Doctors said he had lost his vision
in one eye. 

Villagers pooled in money for the treatment of Choudhary, who has four sons
and a daughter. But fearing threat to his family members Choudhary refuses
to divulge the names of the culprits.

'He told us he cannot name the people because they have threatened to kill
his family,' Choudhary's relative said. 

According to him, Choudhary was surrounded by some people around the village
temple Monday night, was beaten up and then his eyes were damaged. 

'My husband was in severe pain. With the help of villagers we took him to
the hospital,' his wife Rampuri Devi told IANS. 

Devi said that last week some people threatened her husband for stealing two
bottles of liquor.

Earlier this month 10-year-old Ajit Kumar's eye was gouged out by some
people in Dhabouli village in Begusarai district because his parents refused
to vote for a particular candidate in the panchayat (village council)
elections.

Ajit's father Suresh Rai, a landless labourer, alleged that four people of
his village - Jeeran Rai, Shambhoo, Sheoji and his wife - punished his son
because we did not vote for their candidate.

Patna, Aug 22: Bihar's Chief Minister Nitish Kumar today ordered a probe
into the alleged rape of some dalit women at Suryagarha in Bihar's
Lakhisarai district on August seven. 

 

Official sources said that the Chief Minister had ordered an official
inquiry into the incident after some of the victims met him at his official
residence today. 

 

The victims alleged that their modesty was outraged by some powerful persons
of the village for not obeying their diktats. 

 

The Inspector-General of Police (headquarters), Anil Sinha, told reporters
that the commissioner of Munger range, Rajesh Gupta, and DIG Sunil Kumar had
been asked to conduct the probe and submit a report to the government within
a week.

 

Sinha said that all four accused had been arrested. The victims, however,
refused to undergo a medical examination at a government hospital in Munger.

 

DIG, Munger, Sunil Kumar told PTI over phone that he was investigating the
case and the chargesheet against the accused would soon be submitted to the
court for a speedy trial as wished by the Chief Minister.

The rule of law in Nitish Kumar's good governance seems to be gradually
catching up with none other than the political masters themselves. On Monday
a ruling party MLA was sent to jail on the charge of thrashing and molesting
a Dalit woman.

 

 

After Samajwadi Party legislator Devnath Yadav was sent to jail in an old
murder case this is the second occasion when an MLA has been sent to jail in
judicial custody for two weeks for molesting a Dalit woman. Ram Swaroop
Prasad, Janata Dal-United legislator from Islampur in Nalanda was sent to
jail by the Hilsa court on the charge of molesting a Dalit woman Jamuni
Devi. 

 

The JD-U MLA comes from the home district of Chief Minister Nitish Kumar.

 

According to information Jamuni Devi of Hasepur village under Ekangarsarai
police station had lodged a case of intimidation and molestation against the
MLA, his sons and two supporters in Hilsa court.

 

Jamuni Devi, wife of Tapeshwar Rajak had charged that when she had gone to
bring water from the village handpump on February 10, 2006 it was on the
order of the MLA Ram Swaroop Prasad that his son, Alok Kumar, his driver and
an associate thrashed her and molested her. Hearing the case the
Sub-judicial Magistrate of Hilsa court, Amritlal Yadav had taken cognisance
of it under IPC sections 341 / 323 / 452 / 504 / 308 and 354 on July 6 and
had reportedly asked the JD-U MLA to appear in the court again on August 17.

 

Meanwhile, the MLA filed his anticipatory bail petition in the court of
Hilsa Sub-Divisional Judicial Magistrate which was rejected on July 24.
Later, the ruling party MLA petitioned in the Patna High Court for the same
which too was rejected. 

 

Getting no relief from anywhere the JD-U MLA from Islampur, Ram Swaroop
Prasad surrendered in the SDJM's Hilsa court on August 21 and was sent to
jail in judicial custody for two weeks. The JD-U MLA was sent to Hilsa
sub-jail.

Non-forest barren land to be allotted to the landless

The Madhya Pradesh Cabinet on Tuesday decided to allot non-forest barren
lands, including land of Chambal ravines. The IT policy was also amended and
e-tendering system was accepted unanimously.

 

 

Public Relations Minister Narendra Singh Tomar while talking to media
persons here on Tuesday said that over 10 lakh such land had been identified
in the State, that would be allotted to landless labourers, people belonging
to SC/ST or OBC, ex-servicemen, freedom fighters, unemployed youth,
handicapped people, and self-help groups. 

 

As per rules, an individual would be entitled to get two hectares of land,
while in groups, if the land area increases 100 acres, the sanction would be
granted by Project Clearance Board of the State Government. The land up to
100 hectares would be sanctioned by district-level committee, headed by
district in-charge Minister. 

 

In the beginning, the allotment of land would be made at the rate of Rs 500
per hectare for first five years and later lease rent would be at the rate
of Rs 1,000 per hectare. 

 

In view of maintaining total transparency in tendering process, the
Government has decided to implement e-tendering process in all the
departments and Science and Technology department has been made nodal agency
for the purpose. 

 

The Cabinet decided to waive off imported grains and pulses from entry tax
and withdraw the rebate on Central Sales Tax, from cold rolled steel. It was
reduced to one percent from four percent during the regime of last
government, and now it has again been fixed at four per cent.

 

The public relation fund of the ministers has been increased to Rs 2.75 lakh
from Rs 2.50 lakh, and out of this Rs 75,000 would be spent on the
recommendations of Member of Parliament. 

 

Under the amendment in the IT policy, those willing to establish
establishments in Madhya Pradesh would be accorded rebate of Rs 25,000 per
employment generation, in the land cost.

 

The Cabinet also relaxed rules for recruitment of 30 DSPs and 10 district
Commandants (home guards) in Madhya Pradesh police. It was also decided to
accept Yoga in the education syllabus, and for the purpose Education
department would be nodal agency.

New Delhi, Aug 22: A parliamentary committee has recommended amendments in
existing rules and regulations to provide representation to SC or ST
officers on the Central Board of Excise and Customs. 

The committee, in its 12th report on the welfare of SC/ST presented to Lok
Sabha, called for immediate review of backlog of vacancies of SCs and STs in
all categories of posts and to fill them up through special recruitment
drives. 

It also recommended that the board should provide pre-promotion training to
SC and ST candidates whenever written examinations are held for promotion to
the next grade. 

The committee recommended that the ministry should give fair opportunity to
SC and ST officers while nominating candidates for foreign training.  

The committee advised the government to strictly enforce provisions of the
protection of civil rights act and SCs and STs (prevention of atrocities)
Act, 1989 and bring in suitable constitutional amendments to check the low
conviction rate and judicial delays to deal with the issue more
aggressively. 

The committee noted that continuation of atrocities despite stringent laws
justify setting up of a  special central force to counter such threats.

New Delhi, August 23: Pro-quota medicos on Tuesday attacked the government
for "diluting" the provisions of the proposal for reservation for OBCs in
elite educational institutions by excluding the creamy layer from the ambit
of the policy. 

"A deliberate attempt is being made by vested interests to confuse the whole
issue of reservations by making out a case that economic backwardness of the
reserved categories should be the sole basis for reservations," Medicos
Forum for Equal Opportunities said. 

The rider of creamy layer has every potential of being used as a tool to
exclude eligible candidates of reserved categories from availing the benefit
of reservation, it said in a statement here. 

"Moreover, this concept overlooks the fact that the general category
candidates making into the elite institutions of education are
overwhelmingly from the creamy layer rather than the poorer sections of the
general category," it added.
