NEW DELHI, AUGUST 27:The first-ever Dalit national conference kicked off
here today with a call to bring backward communities into the mainstream
along the lines of the African American community in the US.  

Organised by former BJP minister Sanjay Paswan with panelists from across
the board - including Congress general secretary Digvijay Singh, education
entrepreneurs Arindam Chaudhuri and AK Chauhan, Dalit community leaders
Jagdish Prasad and Ashok Bharti and Swadeshi leaders, researchers and
academics like Babulal Madhukar and Abhay Kumar Dubey - the conference, in
celebration of "Diversity Day", promised to take the call for "parity, not
charity" to villages across the country. 

The conference made the demand for the inclusion of the backward community
in all sectors. Coming in the midst of the debate over reservation for OBCs
in educational institutions, the conference stressed on "diversity" and
proposed a new roadmap for Dalit empowerment. 

"When we speak of reservation, people don't understand we are merely
providing opportunities and not compromising on quality. This is necessary
for socio-economic parity," said Digvijay Singh, chief guest at the meet. 

But while Dalit community leader Jagdish Prasad said "we are all brothers,
and should not have to ask for reservations," organiser Sanjay Paswan seemed
to contradict him by saying Dalits were "loyal and immaculate" while the
upper castes were "royal and articulate". He said: "Dalit has been the
password for parties to cross the roaring seas of power in the past, but in
these days it has become a cuss-word." He refused to be drawn into the quota
controversy but said "constitutionally guaranteed" reservation for Dalits
has not worked to the community's advantage and they are still "socially,
politically and economically" weak.

PATNA: :A group from the Lohar community on Sunday called on Railway
Minister Lalu Prasad Yadav alleging that they had been beaten up by the
upper caste men in their village in an attempt to capture their land. 

Gupteshwar Sharma, one of the villagers from Mohuhar in Bhojpur district,
narrated how a group of Rajputs raided their hamlet on August 3 and
assaulted them. He said they threatened them to kill them if they did not
vacate the land they were residing on. "We lodged an FIR the same day with
the names of the attackers, but the police have taken no action so far,"
Sharma alleged. Three of them showed fractured hands and injury marks to
establish their claim. 

"Everyday Dalits are being raped and beaten up- by powerful people and the
police are sitting idle," Lalu alleged. The minister will start an agitation
along with other Opposition parties against the state government.

SC students to get scholarships

Chandigarh, August 27 .The Haryana Higher Education Department will give
residential scholarships to meritorious Scheduled Caste students studying in
10 + 2, BA/B.Sc./B.Com, MA/M.Sc./M.Com and residing in recognised hostels of
schools, colleges and universities run by voluntary agencies like Ambedkar
hostel, Kabir hostel, Ravidas hostel etc. located in the state. 

Stating this here today, Mr Anil Kumar, Commissioner, Higher Education,
Haryana, said under the scheme eligible Scheduled Caste students would get a
scholarship of Rs 700 per month or hostel charges (lodging and boarding) or
actual, which ever was less; Rs 2000 per annum for books and Rs 1500 per
annum for stationary and miscellaneous expenditure. 

He said that the students of 10+1 and 10+2, who had secured 60 per cent
marks in the matriculation examination were eligible for scholarship. The
eligibility for renewal of scholarship for +2 class would be minimum 50 per
cent marks in 10+1 exams.

Contingency plan for SC/ST approved

Shimla, August 27 .The government has adopted the contingency plan to
prevent atrocities on Scheduled Castes and Scheduled Tribes for the
effective implementation and monitoring of the provisions of the SC/ST (POA)
Act 1989 and rule 1995 in the state. 

This was revealed by Mr Virbhadra Singh, Chief Minister, while he was
presiding over the state level vigilance and monitoring committee meeting
held under his chairmanship here yesterday. 

The Chief Minister said 56 castes had been included in the Scheduled Caste
and eight in Scheduled Tribes category. The state had 15.18 lakh Scheduled
Caste population which was one fourth of the total population of the state. 

The successive Congress governments at the Centre and state had accorded top
priority to the upliftment of weaker sections of the society so that their
interests were safeguarded and rights protected. 

He said upliftment of the Scheduled Castes and Scheduled Tribes had always
been the focal point of all the policies and programmes of the government. 

Mr Virbhadra Singh said the provisions of the Citizen Rights Protection Act,
1955, and SC/ST (Prevention of Atrocities) Act, 1989, guarantee protection
of the rights of the members of the communities in case of any atrocity
against them.
