NEW DELHI: Union Human Resource Development Minister Arjun Singh wants all 
Indian Institutes of Technology to streamline the admission procedure for the 
Scheduled Castes and the Scheduled Tribes in particular and rank-holders in 
general. 

The immediate provocation for the intervention by the Minister, who is the 
Chairman of the Council of the IITs, is the case of Balram Tudu, an ST 
candidate who could not appear for counselling at the IIT-Kharagpur earlier 
this year because of non-receipt of communication sent to him by post. 

Following the Minister's intervention, Mr. Tudu was allowed to join the 
preparatory course on Monday. 

Mr. Singh requested the Chairman of the Joint Admission Board for IIT Joint 
Entrance Examination — the IIT Kharagpur Director — to take a sympathetic view 
as Mr. Tudu had been denied admission for no fault of his. 

The Minister called for a uniform approach "of sympathetic consideration" in 
case grievances were raised by similarly placed SC/ST candidates, who appeared 
for JEE-2006. 

Intimation of results 

The Minister has suggested that intimation of results and information on dates 
of counselling for all-India rank holders be sent simultaneously to the 
District Magistrate/Collector/Deputy Commissioner so that a separate channel of 
communication is available to apprise the successful candidates.

NEW DELHI: Union Social Justice and Empowerment Minister Meira Kumar on Monday 
expressed reservations over the reported decline in the cases of atrocities 
against the Scheduled Castes (SCs) and Scheduled Tribes (STs). Presiding over 
the meeting of the Monitoring Committee constituted for effective coordination 
to develop a mechanism for curbing atrocities against the SC/STs under the 
Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, Ms. 
Kumar said though the figures suggested an improvement in the reported number 
of cases of atrocities and conviction, SC/STs still faced difficulties in 
lodging FIRs. 

She said though the Government's collective efforts had reduced the overall 
increase in offences, in 2004 many atrocities were reported from Rajasthan, 
followed by M.P. and U.P. Ms. Kumar said since the States did not respond 
positively to the suggestion of setting up the Toll Free Helpline, the National 
Commission for Scheduled Castes was permitted to install a Toll Free connection 
at its headquarters. Whenever any complaint is received, the Commission would 
pursue it though its field offices to ensure that the victim gets justice and 
the accused are brought to book.

LUCKNOW: Muslim scholars and clerics on Monday demanded amendment of the 
Constitution to pave the way for reservation in jobs for Dalits of the 
community. 

Shia cleric Kalbe Jawwad, All India Muslim United Morcha vice-president M A 
Siddique and the imam of Tile Wali Masjid Fazlur Rehman Waizi Nadwi asked 
Muslim organisations to exert pressure on the Central Government to amend the 
Constitution, while addressing a seminar on the issue here. 

``Article 341 of the Constitution imposed restrictions on reservation for Dalit 
Muslims which must be removed,'' Mr. Jawwad said. 

He said if Buddhists and Sikhs could be included, so could Dalit Muslims. - PTI

IIT admits ST boy after Arjun’s intervention

The IIT, Kharagpur, has increased the number of seats to accommodate Balram 
Tudu, a Scheduled Tribe candidate who had failed to make it to the IIT 
counselling, owing to a lapse on the part of the Postal Department. This has 
been done following Union HRD Minister Arjun Singh’s intervention. 

In his capacity as the Chairman of the Council of IITs, Mr Arjun Singh had 
asked the Chairman, Joint Admission Board for IIT JEE-2006, who is also the 
Director, IIT-Kharagpur, to sympathetically consider the case for admission of 
Balram, who had secured preparatory course rank 83 in the IIT JEE-2006, but 
could not appear at the counselling on July 4. 

Tudu, who joined the premier institute today, had qualified for the preparatory 
course, leading to admission in the first year of various programmes at seven 
IITs, IT-BHU and ISM, Dhanbad, on the successful completion of the course. 

It was pointed out that though the JEE attempts to offer seats at the above 
mentioned institutions to SC /ST candidates at reduced cut-off percentage, some 
seats still remain vacant. 

To fill the vacancies in the subsequent academic year, a preparatory course is 
offered to SC/ST candidates with further reduced cut-off. 

These students undergo the course of one year and on successful completion they 
are admitted to the first year of various courses at the above mentioned 
institutions in the subsequent academic year. And it is this course that Tudu 
had qualified for. 

Taking note of his case, the minister has also issued directions that the 
detailed procedure about the course along with deadlines for declaration of 
results, dates of counselling, etc. may also be incorporated in the information 
brochure on the same lines as is being done for all-India rank holders. He has 
also specified that intimation about the result and information about dates of 
counselling for all-India rank holders and preparatory course rank holders from 
SC/ST communities should also be sent to the District Magistrate or Collector 
or the Deputy Commissioner.

NEW DELHI: The provision in the quota Bill to keep the "creamy layer" among 
OBCs outside the reservation scheme was justified by the law ministry in a note 
citing the Supreme Court judgement which, while upholding the extension of 
reservations to OBCs in central services, had asked for excluding the "creamy 
layer".  

 

The OBC leaders would, however, have none of it, with some of the more vocal 
ones going to the extent of arguing that law making was Parliament's 
prerogative. 

They also invoked the fear of the extension of "creamy layer" concept to 
Scheduled Castes and Scheduled Tribes in what was a patent bid to garner the 
support of Dalits. 

 

Vehemently opposing the move to deny quota to "creamy layer", they also said 
that touchstone of reservations policy was social backwardness, and that 
economic status should not be considered while determining the eligibility of 
beneficiaries. The concert helped them carry the day. 

 

They were not successful in getting the government to agree to the implentation 
of the quota in one go, with Prime Minister Manmohan Singh holding firm that 
only those with infrastructure big enough to afford a 54% increase the 
threshhold identified to check there was no decrease in the open category seats 
after the promulgation of quota should be asked to implement it from the 2007 
academic session.  


They, however, can draw comfort from the fact that the job of determining which 
institutions have the infrastrucuture has been assigned to Arjun Singh who, as 
one of his colleagues in the Cabinet said, is expected to err on the side of 
"reservation". 

 

The prime minister, however, will still have the satisfaction of seeing off the 
pressure for the implementation of quota in one go. He held firm despite the 
demand from DMK and PMK not to stagger the implementation: a stand which has 
the sympathy of the HRD minister.
