 Dumka (Jharkhand) June 18,: Dalit villagers in Thadi Village of Jharkhand's
Dumka District have started a school on their own, after their children were
humiliated by a 'casteist' teacher.
In April this year, Dalits belonging to Bhandoch caste started a
Bhandoch Middle
School, after upper caste teachers and students at a local state-run school
allegedly subjected their children to caste bias.

The low-castes alleged that neither the District administration nor the
police took any action against the erring teachers.

"The police station in-charge just spoke to the teacher and his friends and
refused to register our complaint. The teacher Subhash was casteist and was
biased towards our children. He would call them by derogatory names. When we
realised that no action is being taken against him, then we decided to open
a school for our children," said Surendra Maholi, who opened the
Bhandoch Middle
School.

It was the beating up of a young boy, Sarun Kumar, by a teacher named
Subhash that infuriated the community.

"Once when I was drinking water here, Subhash sir came and started calling
us by dirty names. He said we would not be allowed to drink water from there
and started beating us. I went home crying and told this to my father. When
my father came and spoke to sir, he said he would continue to beat us," said
Kumar.

The education officials said they are investigating the matter and would
take strict action if required.

"We are investigating the matter and if these charges are proved then we
will take stern action against the teacher as per the Dalit Act," said Shiv
Narayan Sah, District Education Superintendent.

Nearly 50 low-caste children are enrolled in the one-room Bhandoch Middle
school. All the schoolteachers and members of the school management are from
the low-caste community.

AHMEDABAD: As many as 12,000 government jobs reserved for scheduled caste
(SC), scheduled tribe (ST) and socially and economically backward castes
(SEBC) are still vacant.

According to an affidavit filed by the state in the Gujarat High Court,
total backlog of reserved vacancies outstanding in SC, ST, and SEBC category
was 11,966 as on January 31, 2006.

The education department has the highest backlog with 4813 vacancies,
followed by 2,455 in health and family welfare department and 2,299 in the
home department as on January 31, 2006.

This figure was 13,493 as on December 31, 1998. The government has filed
this affidavit in response to a public interest litigation by Upendrarai
Brahmbhatt, who has sought details of the steps taken by the state for
filling up the backlog of vacancies in the state.

In the affidavit, M S Damor, deputy secretary in the government's social
justice and empowerment department, has also stated that the government had
decided to complete the appointment process within six months by direct
recruitment and also within three months by promotion decided by
departmental promotion committee. This was decided in a meeting chaired by
state chief secretary on April 11, 2007.

Damor also stated that if there weren't enough candidates for the
promotional posts, the same will be sent for direct recruitment.

According to the affidavit, there were 3,233 vacant reserved seats in the
state government as on July 1, 2000 against 7,967 in the board and
corporation services.

He has stated that the decrease in the number of vacant reserved seats from
13,493 (in 1998) to 11,200 (in 2000) was because the government had, in the
18 months from January 1, 1999, filled 363 posts in government services and
1,930 posts in board and corporations.

As per the figures made available in the court, of the 3233 (in 2000) vacant
posts in state government, there are 28 vacancies in class I, 618 in class
II, 2,110 in class III and 479 in class IV cadre.

In the board corporation, there are 214 (in 2000) vacant posts in class I,
172 in class II, 7,252 in class III and 329 in class IV cadre. In all, there
are 7,967 vacancies in board corporations. Damor has also stated that there
were 852 SC vacancies, 6,319 vacancies in ST and 4,795 vacancies in SEBC
category in the state government and board corporation as on January 1,
2006.

*Lucknow**, June 19* (IANS) The All India Muslim Personal Law Board (AIMPLB)
is spearheading a movement to include Dalits from the community under the
category of Scheduled Castes.

Zafaryab Jilani, a member of the AIMPLB executive body, has got down to
mobilizing Muslims in a big way to pursue his new mission.

Jilani, who is also a lawyer, has given it the banner of 'Muslim Reservation
Movement'.

"My logic is simple - when certain groups of Hindus, Sikhs and Buddhists
performing particular functions were listed as Dalits and were therefore
entitled to all accruing benefits, why were equivalent Muslims deprived from
those concessions," Jilani asked.

After convening an informal meeting of prominent Muslim leaders in
LucknowSunday, Jilani proposes to hold larger rallies of Muslims in
Meerut, Faizabad and Barielly in Uttar Pradesh over the next two months on
the issue.

"We will hold our first rally in Meerut on July 15," Jilani told IANS.

"I am confident of receiving wide support as the issue is related to the
gross deprivation of deserving members of the community from certain vital
concessions that could have changed their socio-economic status in the
country."

He also had a point to make on Other Backward Classes (OBC) among Muslims.

"Unless backward Muslims are allocated a separate reservation of 8 percent
within OBC list, they would remain deprived of their legitimate due," he
pointed out.

Muslims total over 140 million in India and constitute the country's largest
religious minority.

TIRUNELVELI: Welcoming Dalits to his fold, Chief Minister M Karunanidhi has
asked the oppressed communities to identify and follow the leaders who
"sincerely" work for their betterment.

Addressing the Mannurimai (right to the land) conference on Sunday organised
by the Dalit Panthers of India, the DMK chief said his government was
distributing agricultural lands to the poor after it came to power.

"Hence the poor, especially the dalits, should identify and support the
leaders, who really want to see their betterment," he said.

In his address, mixed with witty remarks, Karunanidhi referred to the
"hut-like design" of the conference dais and wished that the dais for the
next conference would "resemble a bungalow", signalling the growth of DPI.

"But it should not be like Kodanadu Bungalow (the controversial one
reportedly owned by the AIADMK supremo Jayalalithaa)," he quipped.

He said the DPI members should raise to the level of owning bungalows by
"sheer hardwork and not by corrupt means," evoking peels of laughter.

Karunanidhi said the advices of great leaders like Periyar and Ambedkar on
eradication of casteism "did not succeed" because the very people for whom
they were meant did not accept and follow them.
