Gulbarga, June 19: Four policemen including an officer and 15 villagers were
injured in stone pelting and lathicharge as violence broke out following the
controversial death of a Dalit farmer, in this district today.

Official sources said the body of Paramanna, a 45-year-old farmer was found
hanging in his house today. Villagers of Aldal alleged that the landlord had
invited the deceased to his house for negotiations last night, but today he
was found dead. They charged the landlord was responsible for the farmer's
death.

Large number of villagers gathered and brought the body to the main road and
stopped traffic. Later a group of four policemen including a Sub Inspector
went to the village, where they were pelted with stones. Villagers also
damaged two police vehicles.

Police rushed with additional reinforcements and resorted to lathicharge in
which 15 people were injured.

The agitators demanded the arrest of the landlord. They refused to hand over
the body to the police for autopsy.

Deputy Commissioner Pankaj Kumar Pandey and Superitendent of Police Manish
Kabidkar went to the spot.

They assured the villagers of a thorough inquiry. The body was sent for post
mortem.

In a recent trend, Ahmedabad is witnessing ''only-Dalit'' residential
societies—around 300 of which have come up in the last few years. However,
for most Dalits, it is not a matter of choice, but of compulsion.

"Even if a Dalit can afford a flat in areas dominated by the upper castes,
they are often denied by the builders or the seller," retired IAS officer P
K Valera, who lives in one such Dalit society in Ramdevnagar, says.

Some social scientists say the alienation started in 1982, after the
anti-reservation agitation, but agree that the caste and class distinctions
have become more serious in recent years. This trend can be seen not only in
the walled city but also in the posh areas of west Ahmedabad like Satellite,
Vastrapur, Bodakdev, Ambavadi. Socio-political scientist Achyut Yagnik says,
"There are more than 300 Dalit societies in the city. In Chandkheda alone,
there are 200 societies, most of which have come up after the 2002 riots
when people moved out from Gomtipur, Bapunagar and Dani limda area. You will
find construction contractors who only build Dalit societies."

In what looks set to give a new dimension to the raging debate over quota,
the Centre has debarred the 'creamy layer' among the Scheduled Castes from
reaping the benefits of elite scholarship schemes to study in the institutes
of academic excellence like IITs and IIMs.


The scholarship meant for 'top class education' will be given only those SC
students, whose parents' earning does not exceed Rs 2 lakh per annum.

"The ceiling of Rs 2 lakh intends to help out the needy. The benefits should
go straight to the students whose parents cannot afford the cost of highly
specialised education in institutions like IITs or any such private
institution," Union Social Justice and Empowerment (S&JE) Minister Meira
Kumar said.

The 'creamy layer' clause in scholarship holds significance in view of the
recent observation of the Supreme Court to exclude the 'creamy layer' from
enjoying the benefits of quota.

Although the Government did not see merit in the apex court's observation,
the clamour for excluding the 'creamy lot' from the ambit of quota has
started pouring in from different quarters. A section of Meenas, a ST
community from Rajasthan, have even petitioned the office of the Prime
Minister to this effect.

Initially to be given to 1,250 SC students, the Ministry has earmarked over
Rs 40 crore to be disbursed during five years, starting from 2007-08. The
students getting admission in the private institutions will get Rs 2 lakh
per annum each, while those admitted in the private sector flying club for
commercial pilot training would be entitled to Rs 3.72 lakh each annually.

Unlike other scholarships of the Ministry, the new one takes care of the
needy SC students, who otherwise do not opt for admission into the
institutes of academic excellence.

"Those who can afford the expenses of their children should bear. The new
scholarship scheme aims at recognising and promoting quality education
amongst the needy SC students by providing full financial support," Kumar
said. The students could avail the scholarship for pursuing scholarship
beyond Class XII.

The 'creamy layer' among SC/ST is known for usurping the benefits of quota
in the country. There is a provision of 'creamy layer' among the other
backward classes (OBCs) with the ceiling of Rs 2.50 lakh as annual income.
Whosoever among them has annual income of beyond the ceiling amount, he or
his siblings would not be entitled to quota.

This provision, however does not apply to SC/ST. "It is ironical that the
children of an OBC IAS official would not be entitled to quota facilities,
while the children of an SC IAS official would be, even if the two have been
selected under the quota. As a result, the children of such SC/ST officials
grab the benefits of quota, given their exposure to quality education and
ambience," a Ministry official said.

"With the decision to keep the creamy layer out of the purview of top class
education scholarship, the Ministry has moved a step forward to take the
quota benefits to the needy among SCs. It is a good beginning, though the
real task is extending the provision of creamy layer for SC/ST in the jobs
as well," the official said

Shimoga : The Chairman of the Scheduled Caste and Schedule Tribes Welfare
Commission Nehru G. Olekar said here on Monday that he would suggest to the
Government to introduce card system to prevent the 18 per cent SC/ST welfare
funds from being misused.

Presiding over a progress review meeting he said the Commission had come to
know that the SC/ST funds were not reaching the poor and the needy as they
were cornered by some rich and elite class among them.

He said the proposed cards would contain all the information about the
beneficiary and the facilities already availed by them. Mr.Olekar said the
number of SC/ST hostels would be increased all over the State. The deputy
commissioners had been asked to clear the pending land grant cases on
priority. Only 14 of the 106 atrocities on SC/ST people reported in the
district since 2001 were pending action. By and large, the district was free
from major complaints of ill-treatment of SC-ST people, he said.
Mr.Olekarasked the officials to ensure social justice for the
oppressed at all
levels.

The Legislator from Tirthhalli Araga Jnanendra pointed out that the SC/ST
beneficiaries of diesel engines could not utilise them because they could
not afford to use them.

*Reservation *

Some Dalit Sangharsh Samiti members complained that the benefits of
reservation and other government schemes were being usurped by the officials
and influential persons. he applications seeking rights of land under the
bagair hukum cultivation had not been disposed of, they said and demanded
below poverty line ration cards and free medical facilities be provided to
to municipal workers. The representatives of the Lambani community, Madiga
Dandoora community and Dalist Sangharsh Samithi submitted memoranda to Mr.
Olekar.

The Deputy Commissioner T.K. Anilkumar, Chief Executive Officer of Zilla
Panchayat P. Bore Gowda, Superintendent of Police Arun Chakravarthy,
Assistant Commissioner S.H. Vijaykumar and District Social Welfare Officer
Chandra Naik were present.
