National Commission seeks report on SC, ST juvenile delinquents New Delhi (PTI) The National Commission for Scheduled Castes (NCSC) has sought a status report from the Law and Justice Ministry about the condition of juvenile delinquents, initiating an inquiry into the allegation that dalit and tribal juveniles in conflict with law have been facing "pitiable" circumstances in the country. The Commission has also asked its units in states to take "necessary follow-up action", communicating them about it's decision to conduct an inquiry into the matter. The Commission swung into action in this connection on a complaint filed by a Supreme Court lawyer Radhakanta Tripathy who alleged that juvenile delinquents belonging to Scheduled Caste and Scheduled Tribe have been facing "pitiable" circumstances in the country and need proper mechanism for their rehabilitation and resettlement. Mr. Tripathy alleged in his petition that in most of the cases, inquiry into the allegations against juveniles in conflict with law are delayed by the Juvenile Boards. "There exists arbitrariness and step motherly treatment towards the SC and ST juveniles while initiating, conducting and finalizing the enquiry reports," he added. He alleged that the "high-handed and arbitrary" actions of the state and negligence of civic authorities are common in all the States.
