This looks more like a test bug, but it needs to be investigated.  Both of
these tests have many subtests.. Both test start the same with the key change
reporting as being successful followed by an SCCS error..

Also the keystatus is not reporting correct values.. I would expect the
"Expected status" should be a keystatus value, not the zpool command.. And the
actual value not being blank..
