The impact is even greater than that.  Consider a system with several zones.  
Each zone connects to storage of different types with different levels of 
reliability.  Perhaps you have a production zone and a development zone and a 
sandbox zone with dopey storage.

If you lose access to the dopey storage, not only do you drop your sandbox 
zone, you panic the entire server--with whatever implications that may carry 
for the other pools or services on the server.
