The webconsole is not included in the base OpenSolaris 2008.05.
But you will see lots of docs written for it, since it is included in
Solaris 10 and SXCE.

You might try asking on the indiana-discuss forum for the status
of webconsole on OpenSolaris releases (aka Indiana)
