Documentation Process Specialist to design and implement documentation
processes for the Energy Tax Credit (ETC) System Project. The Project plans
to attain operational readiness for the launch of its Phase 1 system before
the end of 2008. To accomplish this, the Project requires an experienced
professional to guide the development and the execution of documentation
related plans to attain high quality documentation before launch in the
following two areas:


1. System documentation to support technical system support and maintenance;

2. Internal documentation to support uniform understanding of business
rules, business logic, and system use by internal staff and end-users, which
consist of citizens and organizations (businesses, nonprofit, and government
organizations) statewide seeking energy tax credits for approved project
types.

The successful candidate is expected to develop a plan for both System
Documentation and Internal Documentation. Upon approval of the two plans by
management, the successful candidate is expected to execute the plan by
liaising with an external developer and by liaising with internal staff.
Although technical writing is potentially one aspect of this engagement, the
successful candidate must have the ability to adapt to the need of the
project and have proven skills and experience in a number of areas, which
are:

1. Experience in documenting and designing business processes for a
web-based application with on-line card payment capabilities for at least
one agency of the State government.
2. Experience with an industry standard modeling language for business
process (e.g. UML Activity Diagrams);
3. Experience in analyzing and documenting business rules and its
relationship with administrative rules of a state agency;
4. Experience in analyzing and documenting the design of an existing data
base system;
5. Eight years of industry experience in the field of web-based systems
design/development and accounting (especially generally accepted practices
in managing accounts receivable and accounts payable).
