It doesn't work for me either. Kubuntu 15.04, Zim 0.65 from the official PPA.
I really don't use that key combo that much, so I don't know exactly when it stopped working, but I can confirm that it works as expected in Zim 0.62 (just tested it in an old laptop that still has that version).
