is to head up a new continental anti-terrorism unit:
(Incidentally, I'm not sure why the article even brings up the issue of
"sovereignty," because NORAD already allows for US troops to deploy in
Canada and vice versa. In fact, one of the US Army's domestic corps,
based in Texas, has a 2nd-in-command who's a Canadian general, assigned
there on an exchange program. This kind of thing is normal; what's new,
I guess, is the purpose of the joint force).
