UPDATE:
This problem has been fixed. The issue was related to the zone installation
trying to copy the /var/sadm/pkg from the global to the non-global zone. We
ended up fixing this by uninstalling the SSH.com Tectia SSH package and
reinstalling it using the -G option.

# pkgadd -G -d <package_name>

The -G option tells pkgadd to not install the package in any current or
yet-to-be-created zones. Everything works the way it is supposed to now.
