Fix Version/s: 3.1.0

If we are going to change this we should go with 3 jars - common, server, and
client. If someone can submit a patch for 3.1.0 that will help get it in sooner
than later. Be sure to update the release notes with a section detailing this
change (ie that 3rd party run script will have change the classpath)
