This is not required.  Many Apache projects (e.g., HTTPD) have long included 
autoconf-generated configure scripts in their releases and none to my knowledge 
include anything in the NOTICE file.  If someone feels this policy is incorrect 
or needs clarificaiton then they should take it up on legal-disc...@a.o, not on
