Thanks Eric, I tried it and it didn't work. I went with the long way:

    <dtml-if expr="LoginResults=='Pass'">
      <dtml-if expr="PATH_INFO=='/Maintain/Results'">
        Valid response
      <dtml-else>
        False response
      </dtml-if>
    <dtml-else>
        False response
    </dtml-if>

Did you try
<dtml-if expr="LoginResults=='Pass' and PATH_INFO=='/'">
