Is my syntax wrong?
Believe me, I googled before I wrote my original post. The syntax I used is derived from documentation at http://dev.zope.org/Members/lalo/PlacelessTranslationService and http://dev.zope.org/Members/efge/TranslationService. And it does not work. That's why I ask here.
