Do you have a specific plugin which does raise that exception? Plugins should *not* raise that error for any kind of invalid input. Also, the "fallback mechanisms" are supposed to kick in even if all the plugins are hosed up (using the DumbHTTPExtractor and the EmergencyUserAuthenticator; are you saying that you can get the site into a state where the emergency user cannot repair it?
