I'm seeing lots of discussion about timezone handling, but I'm afraid I haven't quite grasped the problem, and why an additional module pytz is needed in addition to the standard datetime, if everyone uses UTC? Is standard python datetime buggy?

Could someone do a short writeup of what's at stake and what's recommended?
