Try these alternatives:

no...
<dtml-if local_css>
but...
<dtml-if "_.has_key(local_css)">

or 

no...
<dtml-var "local_css.absolute_url()">
but...
<dtml-var "absolute_url(local_css)">/loca_css

Could be worth a trial!
