It tells you that someone from "184.108.40.206" tried to access "/notified-LAC_Compliance" on your site. In order to find out why this someone did this, you have to identify him and ask him. "Z2.log" surely cannot help you with this... *BUT* you want to find out why your "site disappears" and not investigate "notified-LAC-Compliance" accesses. You can use "Z2.log" in the following way to help you with your "site disappears" (which is in fact not a disappearing but a displaying unexpected content). You let the problem reproduce and note the time of this reproduction. You then look into your "Z2.log" file and identify the request that did the reproduction.
