Ok, look at the error message again. It says
raise ImportError("psycopg version mismatch (imported %s)" %
ImportError: psycopg version mismatch (imported 2.0.11 (dt dec ext pq3))
so the version being reported back is '2.0.11 (dt dec ext pq3)' not '2.0.11'
