They're called whenever somebody calls them - there's no logic anywhere
that I'm aware of that ensures they get called during a particular
phase. For instance, when using the URI resolver to load a schema,
static_context::resolve_uri() is called by translator, which is (I
guess) during the compile phase.

Bug description:
  The error FTST0018 is currently raised at runtime. However, the error
  should be raise during compile-time because it is a static error. To
  quote the spec "During the dynamic evaluation phase, only dynamic
  errors or type errors may be raised."
