improve error message for fn:format-number

Bug description:
The error messages raised by format-number when analyzing the picture
strings should give more details about the error.
For example,
format-number(12345.6, '#.###,00')
currently returns
[err:XTDE1310]: "": picture string does not satisfy format-number()
function rules
