Public bug reported:

In Windows, the DLL generated for xsl-fo (in the data formatting module)
has a static dependency on util-jvm.dll (observable through the
dependency walker), which is generated by the util-jvm module.

Though, the location to the latter does not seem to be added in the
generated zorba bat file.

The consequence is that at runtime, if using xsl-fo, an error is raised
upon loading the xsl-fo dll because of util-jvm.dll's not being found.
