Because some w3c tests started failing. See

The way I see it is that each static context has a set of default namespaces. A 
lookup never goes to the parent. When cloning a static context, the default 
namespaces will be copied as well. The user can modify only the current static 
context either using the c++ api or the prolog declaration.

Does this make sense?
