OTP-20 should be ok.
As this is master, could you try:
rm -rf _build
rm ./rebar3
make
This forces a complete rebuild and a fresh install or rebar3.
I once had a problem with a version of rebar3, that was resolved by removing it.
The Makefile will fetch the newest rebar3 release.
