Each AccessDecisionVoter needs to know whether or not it will vote on a particular configuration attribute. The RoleVoter looks for a prefix on each configuration attribute, by default ROLE_. You can customise this to whatever prefix you like, or remove it entirely - see the RoleVoter class JavaDocs for a more detailed discussion.
