I agree with Thomas' assessment in comment #12.
It appears that ACPI's _PPC is limiting the available frequencies,
and Dell implements _PPC with SMI.
SMI is a really unfortunate implementation choice, for we
have 0 visibility into what it is doing and why. It would
be great if you could get an upstream kernel.org kernel
that works, and the latest fails, and you can git bisect it
to see where the kernel started doing someting that breaks this BIOS.
