They certainly realize that small firms want those features, but they will leave it to the ISV community to satisfy the need, at least for now. There are at least a dozen third-party log collection products, probably more, some of them very inexpensive. Or there's MSFTs own free LogParser. ACS's primary advantage is its scalability, which is not generally an issue for small organizations.
