Thanks again for all the great suggestions, I wanted to report back on what we decided on for posterity. We did look into TSM Explorer, Predatar, and Bocada, which were all very compelling though none of them ended up being exactly what we were looking for. We ended up rolling our own monitoring/billing by scraping various TSM database tables into a PostgreSQL database, annotating the rows with timestamps and then building some queries on top of that to get the data we need.
For real-time alerting, we're continuing to use Operations Center since it is obviously tailor-made for it.
