I usually try to look for running sessions and processes first, to make sure I'm not going to whack anything important. I also try to dismount tapes before shutting down TSM. Depending on your library, it can be various shades of ugly to get things back in sync.

After that a normal Windows Shutdown should work. If you are talking about a way to automate, you can do the dsmadmc HALT command in batch, no problem. I think you can do the system restart also, but that does not do a poweroff of the machine.
