JAKARTA, KOMPAS.com — Peraturan mengenai helm Standar Nasional
Indonesia (SNI) yang termaktub dalam Peraturan Menteri No 40/M-IND/Per/ 6/2008
tentang Pemberlakuan SNI Helm Pengendara Kendaraan Bermotor Roda Dua dan
Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan mulai
diberlakukan per tanggal 1 April 2010.
Ketentuan ini menimbulkan sejumlah pertanyaan di kalangan bikers
(pengendara sepeda motor), seperti apakah helm yang memenuhi ketentuan SNI?
Kebingungan yang lain adalah apakah helm-helm "mahal" yang tidak berlogo SNI
tetapi memiliki standar keselamatan internasional bisa dikenakan untuk
berkendara?
Kabid Humas Polda Metro Jaya Kombes Boy Rafli Amar kepada Kompas.com,
Rabu (7/4/2010), menegaskan, prinsipnya helm yang digunakan para pengendara
motor bukanlah helm "asal tempel di kepala". "Helm yang asal tempel saja
seperti helm proyek ya enggak boleh," kata Boy.
Boy menuturkan, pihaknya mencatat ada 19 merek helm yang memenuhi
standar SNI dilihat dari segi kualitas desain dan bahan. Berikut ke-19 merek
tersebut: NHK, GM, VOG, MAZ, MIX, INK, KYT, MDS, BMC, HIU, JPN, BESTI, CROSX,
SMI, SHC, HBC, CABERG, Cargloss Helmet, dan OT5OKOGI. "Ini bukan masalah merek.
Namun, kalau ada helm yang berkualitas bagus, sudah berfungsi dengan baik ya
enggak akan kami tilang kok," tandas dia.
Helm bersertifikasi internasional, seperti Department Of
Transportation USA (DOT) yang merupakan sertifikasi kualitas produk yang
dikeluarkan oleh Departemen Transportasi di Amerika atau Snell Memorial
Foundation (Snell), yang merupakan sertifikasi keluaran badan independen
internasional khusus untuk menangani masalah helm, juga dipastikan tidak
termasuk obyek razia polisi.
