The obvious observation is that HTM is bottom-up and IHDR is top-down. HTM builds hierarchy by merging fixed, topologically-organized, coordinate-system-based subspaces: tilings, where IHDR builds hierarchy by splitting input space by adaptively learned Gaussian features.
