Due to this discussion I'm fairly certain I dan't take any actions that would, by the rules of Agora, count as being on behalf of, so I won't take actions until this resolves. If what I did is deemed not only unsuccessful but illegal here in agora, that's their problem. Imagine an ambassador showing up saying "I'm here on behalf of Agora, and I intend to manage our diplomatic affairs", then getting a phone call advising him to stay silent until something has been resolved back home.
