hmm... the "Optionally" removes any obligation, but does mean that if there are any documents the Archivist deems worthy of archival (even non-Agoran documents!) but doesn't include, the option has not been taken and any documents the Archivist does include are not part of the report even if they may happen to be part of the same message which I don't think affects anything because the report doesn't self-ratify but feels untidy -Kate
