this one has been up before,
I've found the cause of pcm being clocked at half speed.
Running amixer shows:-

When the problem appears "Item0" is set to 8000,
Is there any way to set the lowest default clock speed to 22050 ? so if
it does default to its lowest clock speed it wont drop to 8000.
The sound card is a M-Audio delta 66:-

Also, is there any way when playing back a pcm source to select the port
source on all 4 ports to the digital mixer, I need 2 ports to
drive some hardware, and 2 ports to monitor.
At the moment I can patch ports IN 1 & 2 to OUT 3 & 4 so I can monitor
the incoming signals, but so far I cant link if I have a digital source
(pcm)
