It should be able to respect individial settings in multi-recipient mail,
much work went into making it work correctly with multi-recipient mail
(unlike some other mail filtering solutions).

Show logs to back the claim.
Perhaps you are confused by a message being quarantined,
and not notice that it is passed to a spam lover too.

It should work this way, spam lovers settings is a fully supported
per-recipient setting.
