Your $policy_bank{'MYNETS'} hash contains two key/value pairs,
the first is banned_namepath_re with its value,
the second is whatever came out of the expression:
@bypass_banned_checks_maps =
(read_hash('/etc/amavis/ignore_internal_banned'))
which is not a key/value pair.
You got the syntax wrong, the assignment to
@bypass_banned_checks_maps should be outside of a
policy bank hash if you want it as a global setting,
or you need to make it into a key/value pair, e.g.:
bypass_banned_checks_maps =>
read_hash('/etc/amavis/ignore_internal_banned'),
