The RCVD_IN_DNSWL_LOW rule triggers on 'dnswl-firsttrusted',
i.e. the outermost trusted mail relay. If that mailer
is outside your control and is not checking for spam,
it should not be included in the trusted_networks,
or perhaps you'd need to reduce scores for various DNSWL
and related rules.
