The command tries to create the file C:\Documents and Settings\Sam\.android\avd\helloIan.ini which contains the AVD's configuration. The error reported is a bit strange but could be implied by the fact that the directory .android or .android\avd could not be created in your HOME directory (which should be C:\Documents and Settings\Sam).
Try defining ANDROID_SDK_HOME in your environment to point to a different location, i.e. one that doesn't contain any spaces in it. This will instruct the SDK tools to use a different "home" directory to store the AVDs and other config information. Let us know if this works.
