Errrm... 3 in the UK have been doing a "Data Only" package for several
years and many other UK providers are also doing it now under the
label "Mobile Broadband" or "Mobile Internet".

Many of the tarriffs want you to buy a dongle, but if you talk to them
and explain the situation you'll find that you can use the SIM in
pretty much any 'phone (including the current Android devices) and
they'll probably be pretty accomodating.

P.S. Not sure where you get your 9 million figure from. The NHS had
54,500 registered deaf and 164,600 registered hard of hearing at the
end of March 2007. 9 million would represent a 4100% increase in 2
years which seems a little high (See
