Most likely the "servers" for maps and geocoding are different, however the common thing is that both services require connection. They both use the same network (cellular or WiFi) so if the network is down none of them will work (except cached map data). Geocode may fail if you submit wrong address, that is true but the original question was "why is it throwing exception".
