None of the devices I have ever worked with have actually had an
"intensity" associated with the vibrator.  It is simply every on or off.
 The way you simulate intensity is just by how long you run it, or even use
tricks like running it for very quickly repeated intervals.

Unfortunately the perceived strength and response of the vibrator also
varies *tremendously* between devices.  So a 20ms or whatever run time you
pick on one device may feel a lot stronger or a lot weaker on another
device.  Some vibrators have a very quick sharp attack, some have a much
longer start.
