I would guess that they simulate a user clicking INSTALL from the web based Play Store. I believe this would be technically doable if they either had the user login or had the users Google password. Then the Play Store takes care of pushing the app to the device and installing it in the background. There would still be the notification icon showing it has been installed and hopefully users are weary of typing their Google password into apps. It's likely that such a setup would violate one or more Play Store policies, but I do not know. I think App Brain did something along these lines at some point?
