I had to specify android:mimeType="*/*". Here's an example:
--
<activity android:name=".activity.Activity">
<intent-filter>
<action
android:name="android.intent.action.VIEW" />
<category
android:name="android.intent.category.DEFAULT" />
<category
android:name="android.intent.category.BROWSABLE" />
<data android:scheme="http" />
<data android:scheme="https" />
<data android:scheme="ftp" />
<data android:host="*" />
<data android:mimeType="*/*" />
<data android:pathPattern=".*\\.exe" />
</intent-filter>
</activity>
