Er, not to point out the obvious but this is the official google-monitored group for the market. Perhaps asking how to fraudulently enter a contract with google is best done elsewhere..?
Also, you can sell apps at andappstore.com and (I think) slideme.com, among others. Without paying the 20% tax, either.
